Code for America uses the principles and practices of the digital age to improve how government serves the American public, and how the public improves government. We use a data-driven, user-centered, and iterative approach to building technology to help government services work, starting with the people who need them most.

We are looking for a Program Manager to join our Criminal Justice team and help us expand the reach of our Clear My Record program. Our team is working to transform the way government delivers services to those most impacted by the criminal justice system. Our goal is to help government implement policies that decriminalize, decarcerate, and reinvest in communities by removing barriers to employment, housing, health and education. 

The vision for Clear My Record is for government to automatically clear all eligible criminal records so people can pass routine background checks to access jobs, housing, and educational opportunities from which they are typically excluded. We work at the intersection of technology, design, and policy and are working to expand, streamline, and automate the criminal record clearance process to clear all eligible criminal records in the U.S. Clear My Record is national in scope and the Program Manager will play a critical role in our effort to expand our work to states across the country, representing Code for America in a variety of government, partnership, foundation and policy domains.

The Program Manager believes in the role of government in meaningfully serving all people, and has the professional and/or lived experience to achieve our vision. We strongly encourage individuals impacted by the criminal justice system (individuals with criminal records, family members of individuals with criminal records, etc.) to apply.

This role is based in San Francisco or remote and reports to the Senior Director of the Criminal Justice Program.  

Responsibilities

  • Work with internal and external strategic partners, collaborate with product teams, and ensure sustainable impact (financial, systemic, and technological) of the program. 
  • Travel up to 30% time to collaborate with national partners and support program and product strategy to achieve intended impacts, problem solve stakeholder engagement, and identify opportunities for deeper learning.
  • Own policy analysis of record clearance laws, post-conviction relief and collaborate cross functionally with designers, researchers to build eligibility, process and data flows.
  • Write short- and long-form pieces (blog posts, toolkits, etc.), and strategize with marketing team on long-term content strategy.
  • Organize and create opportunities for network engagement, serve as the criminal justice expert to our national network of Brigades, and Code for America Fellowships.
  • Collaborate extensively with product and engineering teams to inform product priorities, plan joint roadmaps, quickly test and implement user needs, and determine product viability.
  • Assist in developing and implementing Criminal Justice program strategies to further Code for America’s approach to delivery-driven policy and advocacy.
  • Drive superb execution, identity and mitigate risks, and communicate clearly with internal and external stakeholders.

Requirements

  • At least 3 years of policy or program development experience with increasing responsibility, preferably with criminal justice expertise and/or government.
  • Demonstrable experience in partnership management, policy design or advocacy, grassroots or political organizing, business development, management consulting, or other related field.
  • A savvy multi-tasker and generalist, with strong project management and communications skills. Detail-oriented and fanatical about follow-up.
  • Ability to flourish with minimal guidance, navigate ambiguity, and be proactive around team and external communications.
  • Politically astute and able to find common ground and build relationships across political differences especially within a government environment.
  • Experience with leading human-centered design projects that included qualitative research, gathering insights, and rapid prototyping. Has an insatiable need for learning and relentless curiosity.
  • Thrives in a fast paced environment and gravitates towards continuous change.
  • Willingness to travel up to 30% time
