We are seeking a Program Controller to manage all financial aspects of the assigned projects to ensure compliance with GAAP and other applicable requirements. This role will collaborate with the project manager to determine budget and deadlines, coordinate payment schedules for vendors and subcontractors, monitor each phase to ensure the project remains within financial guidelines, and process expense reimbursements. This role requires a strong understanding of Earned Value Management principles and the ability to apply them to project management and financial analysis. A DoD contracting background is preferred.

Position Responsibilities:

  • Work closely with project managers to provide timely transparency around projects.
  • Ensure accurate project forecasts, incorporating known risks and opportunities.
  • Implement and maintain Earned Value Management (EVM) systems and processes.
  • Ensure adherence to commercial terms and conditions and highlight associated risks.
  • Coordinate payments to vendors and subcontractors.
  • Assist in the preparation of financial presentations and reports for senior management and government stakeholders. This includes CDRLs such as Contracts Funds Status Report (CFSR).
  • Process expense reimbursement and ensure compliance with relevant rules/ regulations.
  • Organize project reviews throughout the life of each contract including coordinating the close-out process.
  • Oversee auditing of project financials when necessary.
  • Review, verify and process project related transactions (purchase requisitions, invoices, etc.).
  • Generate project status reports and summaries.
  • Track, evaluate and work to mitigate contract penalties such as performance guarantees and liquidated damages for delays.
  • Work to continuously improve project execution processes.
  • Required Skills & Experience:

  • Bachelor's degree in Finance, Accounting, or a related field.
  • Minimum of 5 years of experience in financial analysis, with a focus on Earned Value Management.
  • Working knowledge of Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), and FAR/DFARS standard clauses.
  • Strong analytical and problem-solving skills.
  • Proficiency in financial software and tools, including SAP, Excel and EVM systems.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Detail-oriented with a high level of accuracy in financial reporting.
  • Preferred Experience:

  • Experience in the federal market or government contracting.
  • Professional certification in Earned Value Management (e.g., EVM Certification).
